It's not like the police are any better. Without competent evil, there can't be that much competent good. Both need each other to grow to demonstrate to others what isn't acceptable and how to counter unacceptable things. The Briggs Bears is the name of a famed military group that's apparently tougher than the cold, barren, borderline uninhabitable region that Briggs is actually in. They're tough and very savage on the field.

Amestris is the country that Briggs is in. Briggs is on a far border that most don't care about, or travel to.
